Everything that could make a shot worse — who is holding the weapon, what they are carrying, how they are standing, whether they are moving, what has already been done to them — arrives as one answer. The wobble you see is the shot you take.

Move anything and watch the group open or close.

A veteran with a familiar weapon, braced and still, puts rounds where they are looking. Load them up, stand them up, start them walking, break something — each one costs, and the costs stack. There is no separate skill roll underneath: the cone is the skill.

What it meets on the way

A round spends itself on whatever is in front of it.

Cover is not a percentage. A round arrives with a budget, and walls, plates and people each take their cut until there is nothing left to give. Enough of it left over and the round keeps going — through the wall, through the first man, into whoever was standing behind him.

Armour follows the same logic. It covers what it covers, and everything it does not cover is simply open. That is what makes where you hit matter more than how often.
